Stobe - Kenshi Wiki
Stobe is a character in Kenshi lore. The two zones Stobe's Gamble and Stobe's Garden are named in honor of him. His remains can be found in Stobe's Garden, east of a Reaver Camp and west of Ark.

Stobe's Garden is the home of the Reavers with Skeleton Bandits and Crab Raiders often times having skirmishes with one another. It is also the final resting place of Stobe.
Stobe's Gamble - Kenshi Wiki
Stobe's Gamble is the home of the Anti-Slavers, and their capital, Spring. This Zone also includes numerous Ancient Locations, such as the home of King Gorillo. Landbat swarms (18-30 adults) roam this zone, as do the Karate Drifters, skilled martial artists.

The empire decided that they were to dangerous to be kept alive and so had them all destroyed at obedience. This fella you see pictured is called Stobe and he is basically the reason the world of Kenshi is how it is today.
